Under the reign of former Chief of Police Rhorer the Fairfax County Police arrested a man for not wearing clothes in his house while he made coffee, set up an eye doctor on a gambling charge and then used the SWAT team to kill him. An investigation into the charge that the Doctor’s primary clients were cops has never been investigated. The police gunned down an emotionally unstable man because cop who shot him wrongly assumed the man was trying to escape. He wasn’t. The cops also shot dead four other citizens under highly questionable circumstances. The department under Rhorer was sued multiple times by citizens. So did they fire Rhorer? Naw they promoted him. According to news reports Rhorer draws a salary of $191,168 per year as Deputy Fairfax County Executive as well as a concurrent pension from the Fairfax County police of $173000 per year.

"I didn't have a vehicle there. I had no intention of driving. I knew I'd been in a bar, and I was drinking." Citizen arrested for being drunk in a bar after police said they overheard the citizen tell a person her was driving home.

"Dumb bitch." A male officers remarks to officer Sheila Patterson when she could not find an intersection, November 1984. At various times in the 1980s, Patterson reported her car was keyed, the gasoline cap stolen, the lights turned on, and the tires flattened--all while the vehicle was parked near the police station. On one occasion, Patterson left her car running in the station parking lot and returned to find the windshield wipers on and the radio's volume increased. Patterson does not know who tampered with her vehicle, but speculates it was the work of fellow officers.

"A dumb nigger" Sworn two affidavits from officers on how other officers referred to black female officer Sheila Patterson. In the summer of 1990, an Officer referred to Patterson as "cruiser butt" or "cruiser ass." After an investigation, the officer received an oral reprimand. In 1992, Patterson found a dead mouse in her mailbox at the police station. An investigation ensued in which twenty-seven people were interviewed and three given polygraph examinations. The department never discovered who, if anyone, placed the mouse in the mailbox.

"Sheila Patterson is a dumb nigger." Officer’s affidavit on what several officers said to him between 1983 and 1989. Patterson reported that she frequently did not receive backup support when she asked for it. When she would ask for backup, the other officers often responded that they were busy.

"He's on the stoop, trying to defuse that and prevent further assaults. He engages the suspect." Fairfax County Police spokesperson on how a police officer shot himself in the foot breaking up a dispute between a mother and son. The department refused to explain why the officer would have drawn his weapon in the first place.

"With the exception of retrieving items with the purpose of entering them into evidence, there's nothing in any of our rules that calls for cameras to be confiscated, We have no problem with the pictures and that's what we're going to try and get back, if we can." Fairfax County Police Spokesperson explaining the rules on illegal seizure. Earlier in the day eight Fairfax County Police officers stopped and searched two student journalists at Annandale High School and took their digital camera erased pictures on the camera that the students had taken of the officers searching a car near the school.

"In retrospect, we should have put out a release on this," Fairfax police spokesman on the January 2003 death of a citizen who was struck by a police cruiser under questionable circumstances. Fairfax police are involved in over one car crash a day, or about 350 crashes a year

"Come tomorrow, you won't be on the newspaper staff," Fairfax County Police officers warning to high school journalists when they complained that the officer had stolen photos from their school camera.

"They knew he didn't have a weapon. If he had any weapon at all, he would've shot the dog and that officer. He had plenty of time to do that. After they shot him in the face and sprayed him with pepper spray somebody could've grabbed him and pulled him out of there. They murdered him. Even if he did what he did, he did not deserve to die" Edward Agurs sister, Dorothy Agurs on her brother’s death at the hands of Fairfax County Police. Police shot Agurs five times. He had been hiding in crawlspace beneath a stairwell.

"They came in and just went berserk" Patron at a bar on Rt. 1 on the rampage of Fairfax County Police inside the nightclub.

"I was very encouraged by the cooperative tone of the county. This is going to mean a little bit more money in every paycheck" Officer Josh David, president of the Fairfax Coalition of Police in 2003 when the Fairfax County Police officers union sued the county in federal court over pay issues. The police department took it upon themselves to settle out of court and agreed to pay overtime, shift differentials and proper compensation time.

"I don’t recall that we have ever approved such a large amount of funds outside of the budget process" Member of the Board of Supervisors on a massive 1983 influx of cash to the Fairfax County Police Department.

"I'm very disappointed. The charges should have been more severe." The mother of Ashley McIntosh upon learning that the officer who killed her daughter with a police cruiser had been charged only with a misdemeanor
