Under the reign of former Chief of Police Rhorer the Fairfax County Police arrested a man for not wearing clothes in his house while he made coffee, set up an eye doctor on a gambling charge and then used the SWAT team to kill him. An investigation into the charge that the Doctor’s primary clients were cops has never been investigated. The police gunned down an emotionally unstable man because cop who shot him wrongly assumed the man was trying to escape. He wasn’t. The cops also shot dead four other citizens under highly questionable circumstances. The department under Rhorer was sued multiple times by citizens. So did they fire Rhorer? Naw they promoted him. According to news reports Rhorer draws a salary of $191,168 per year as Deputy Fairfax County Executive as well as a concurrent pension from the Fairfax County police of $173000 per year.

Why have we not fired this incompetent?
BECAUSE THEY PROMOTED HIM

Fairfax County cops give out $29,500.00 a day in speed trap and parking citations for the county board of supervisors to spend. The supervisors give the cops a budget of almost $400 million a year, an air force, a navy, drones and permission to read your license plates info without due cause or your consent
and they overlook the occasional murder of unarmed citizens….see how that works?
So are the roadblocks and speed traps to enforce the law or make money for the County government?

Quis custodiet ipsos custodes?

So, the cop is standing in my living room and he goes "Go ahead, prick, say one more fucking thing" so I figured, well, if you insist. So I got my pen and I started writing..........

David Scott Ziants of the Fairfax County Police cleared of wrong doing in the shooting death of David Masters.....that's police officer David Scott Ziants

Z-I-A-N-T-S

David Scott Ziants

That's Ziants with a Z, as in ZIANTS

OUR LEADER

OUR LEADER
Chief Roarerer
It should be noted that Fairfax Police Chief Roaher...whatever the hell his name is....has agreed to release more information about the police that you underwrite, under certain situations, which is reasonable. This is a big step in the right direction since the Fairfax Police went off the reservation sometime in the late 1970s.

“Policemen so cherish their status as keepers of the peace and protectors of the public that they have occasionally been known to beat to death those citizens or groups who question that status.” David Mamet

“Where the suspect poses no immediate threat to the officer and no threat to others, the harm resulting from the failing to apprehend him does not justify the use of deadly force to do so.” Byron R. White

“A recent police study found that you're much more likely to get shot by a fat cop if you run.” Dennis Miller

“I got my head bashed in at a demonstration against the Vietnam War. Police were losing control because they were up against a world they really didn't understand.” Terry Gilliam

“That’s that whole police brutality thing. See that’s common knowledge now. There used to be a time when only minorities really knew about that. Now I’m not saying white people didn’t believe us, but you were a little skeptical. Then the NewsWeek printed it and you knew it was true. ‘Oh my god…Honey did you see this? Aparently, the police have been beating up Negros like hot cakes!’ Really though, how could you know? I mean you should have been a little suspicious. Don’t you think its a little suspicious…that every dead black person the police find has crack sprinkled on him? I mean come on. Who gets shot and then sprinkles crack on themselves?” Dave Chappelle
"Murder is always a mistake - one should never do anything one cannot talk about after dinner” Oscar Wilde
....SO I ARRIVED WITH THE OTHER MEMBERS OF THE SWAT TEAM TO ARREST A GUY FOR GAMBLING, I LEANED ON THE CAR DOOR AND MY GUN WENT OFF ...BY ITSELF....AND FIRED A SHOT DIRECTLY THROUGH THE BOOKIES HEART......REALLY, THAT'S WHAT HAPPENED ...IT WAS EITHER THAT OR HE DROVE HIS CAR AT ME, ...THAT ONE ALWAYS SELLS

IN THEIR OWN WORDS

In their own words

"Some of the judges of this court have reluctantly concluded that some members of the [Fairfax County Police tactical] unit see the Fourth Amendment as a distraction they need to work around rather than a requirement of the United States Constitution," Circuit Court Judge Stanley P. Klein scolding tactical officers who illegally entered an apartment during a 1997 drug investigation and shot a mentally unbalanced man in the face; prosecutors then dropped the case.

"You have two strikes against you, you are Black and you are a female. Because that is the way it is around here." Statement of a white officer to female officer Sheila Patterson

"Women don't belong on this police department. This police department went to pot when women were hired on the department. All women do is bitch. They aren't nothing but a bunch of bitches. All they do is bitch. They don't belong on the department." Statements made about Female officer Sheila Patterson, to her face, by a police Lieutenant to another male officer in 1986

"Let us hear that concern. We are not hearing it from anybody except the media, except individual reporters." Fairfax County Police Public Information Officer Mary Ann Jennings why her department won't release the incident report on the Master's killing.

"What does the name of an officer give the public in terms of information and disclosure? I'd be curious to know why they want the name of an officer." Fairfax County Police Public Information Officer Mary Ann Jennings when asked why her department won't even release even the name of the officer who shot Masters.

"I think Northern Virginia has really taken this (Freedom of Information Act) to an extreme. I understand the need of law enforcement to protect an ongoing investigation, but there’s also a public interest at work here." Ginger Stanley, executive director of the Virginia Press Association.

"It’s (Freedom of Information) a control thing. And there doesn’t seem to be any political will to do anything about it." Lucy Dalglish, executive director of the Arlington-based Reporters Committee for Freedom of the Press.

"As they approached him . . . one officer's weapon, a handgun, was unintentionally discharged," Fairfax Police Chief David M. Rohrer on his SWAT teams killing of an unarmed gambler Tactical unit policies of the Fairfax County Police are secret.

"In my opinion, there are no accidental discharges. Most of what we see in law enforcement are negligent discharges, fingers being on the trigger when they shouldn't be." John Gnagey, executive director of the National Tactical Officers Association.

"We felt it (citizens getting drunk) was getting to a level where we would need to nip it in the bud," Lt. Tor Bennett on why the police raided bars in Fairfax County looking for persons who were drunk.

"Dumb bitch." A male officers remarks to officer Sheila Patterson when she could not find an intersection, November 1984. At various times in the 1980s, Patterson reported her car was keyed, the gasoline cap stolen, the lights turned on, and the tires flattened--all while the vehicle was parked near the police station. On one occasion, Patterson left her car running in the station parking lot and returned to find the windshield wipers on and the radio's volume increased. Patterson does not know who tampered with her vehicle, but speculates it was the work of fellow officers.

"A dumb nigger" Sworn two affidavits from officers on how other officers referred to black female officer Sheila Patterson. The department refused to explain why the officer would have drawn his weapon in the first place.

"With the exception of retrieving items with the purpose of entering them into evidence, there's nothing in any of our rules that calls for cameras to be confiscated, We have no problem with the pictures and that's what we're going to try and get back, if we can." Fairfax County Police Spokesperson explaining the rules on illegal seizure. Earlier in the day eight Fairfax County Police officers stopped and searched two student journalists at Annandale High School and took their digital camera erased pictures on the camera that the students had taken of the officers searching a car near the school.

"In retrospect, we should have put out a release on this," Fairfax police spokesman on the January 2003 death of a citizen who was struck by a police cruiser under questionable circumstances. Fairfax police are involved in over one car crash a day, or about 350 crashes a year

"Come tomorrow, you won't be on the newspaper staff," Fairfax County Police officers warning to high school journalists when they complained that the officer had stolen photos from their school camera.

"They knew he didn't have a weapon. If he had any weapon at all, he would've shot the dog and that officer. He had plenty of time to do that. After they shot him in the face and sprayed him with pepper spray somebody could've grabbed him and pulled him out of there. They murdered him. Even if he did what he did, he did not deserve to die" Edward Agurs sister, Dorothy Agurs on her brother’s death at the hands of Fairfax County Police. Police shot Agurs five times. "These are always difficult cases. I certainly recognize and appreciate the fact that she was doing her duty. But I have to apply the laws impartially to all, police and civilians alike." Fairfax Commonwealth's Attorney Raymond F. Morrogh on filing only misdemeanor charges against the police officer who killed Ashley McIntosh with a police cruiser

"I guess Ray Morrogh finds a momentary lapse of judgment, which resulted in an officer killing my sister, acceptable. Whereas I, as a citizen, cannot. I would be curious to know, if the roles were reversed, what charges would my sister have faced." Meredith Heller, Ashley McIntosh's sister

"I'm concerned that this type of charge could have a chilling effect on our officers in the future, in their decision-making process, as we attempt to serve the public" Officer Marshall Thielen, president of the Fairfax police union, on the misdemeanor charge against Perry

"Contrary to some reports, police did not raid establishments dressed in SWAT gear, indiscriminately drag people off their barstools, force them outside and cart them to jail merely for having a cocktail" 2003. Police statement on the Departments decision to raid County night clubs. However bar owners reported that officers provided no explanation for their actions and harassed sober patrons, taking them outside and administering field sobriety tests and that the police loudly and belligerently disturbed all customers including a man dressed in a Santa Claus costume who exhibited no signs of drunkenness but was singing karaoke songs, and a woman as she was drinking her second beer. The bar owner said the woman had arrived by cab and was leaving by cab.

"Deplorable and inexcusable, and a discredit to the Fairfax County Police Department" A Fairfax County Judge on the actions of County police detective who was having an affair with the wife of a man he was investigating for embezzling money from the county government. January 2007

"I don’t know if there’s evidence or not. All I have is what our investigators and what our commanders and the police administration believe."Police spokesperson to a reporter who asked if the department has any evidence at all that release basic information to the public would have "a chilling effect" on witnesses coming forward.

Here's what folks are saying about those Gosh Darned Cops!!

"The Supreme Court is steadily eroding the protections against police excess promised by the Fourth, Fifth, Sixth, Eighth and Fourteenth Amendments to the Constitution." Dan Baum, The Nation

"The police are not here to create disorder. The police are here to preserve disorder." Mayor Richard Daley

"Stan Guffey, a high school basketball referee, was working a game in Oklahoma City when a policeman came onto the court and arrested him for not calling enough fouls during the game." 1993 World Almanac and Book of Facts

"We do not want a police state, but we need a state of law and order, and neither mob violence nor police brutality have any place in America." Hubert H. Humphrey

"Brutality and insolence of policemen have increased greatly, and the Police Commissioners seldom, if ever, convict officers for these offenses. Humble citizens of all races today are in more danger from the policemen's clubs than they are from the assaults of criminals. The inaction of the Commissioners in the cases of the Negroes is entirely consistent with their general conduct in all citizens' complaints." Frank Moss

Police oversight won’t work in Fairfax County. The punk attitude, the shoot- first- think later mentality, and lurking need to punish the citizens who pay them and then calling it “pro-active” police work, is endemic to the police force. The cops get away with it...and they know they’ll get away with it... because the good ole boys in the country government let them get away it. If police oversight arrives in Fairfax County, they’ll stuff the oversight board with pro-cop friendlies and political hacks and nothing will change. Here’s what will work. Fire the weasels who hire the cops and watch things change overnight.
